[Data correction] NMML Aerial Survey 1999 got sign of longitude reversed

NMML Small Cetacean (coastal) Aerial Survey 1999, Gulf of Alaska got the sign of longitude reversed (ie. 163W was wrongly recordes as 163E). This problem was fixed. All the related data (map, shapefile, CSV) were updated.
