More friendly shapefiles available

Document Actions
All the shapefiles (observations, effort lines, animal tagging) were regenerated for better usefulness.
The major changes are:
- more intuitive field names
- date/time field split out to two fields, a date type field and a text type field containing time values.
- a problem fixed that the species names were truncated in some datasets

Notes:
- Underscores in the field names are gone. It's easier now to import shapefiles into a geodatabase.
- There is no time type in DBF (native database for shapefiles), so time values are stored in a text type field.
- To sort by date/time, highlight both date and time fields and right-click to "Sort ascending/descending".
